12 year old arrested for stomping in puddle

The report of a child arrested for stomping in a puddle has reached Blogdex, so many may have seen it already, but I couldn’t help linking. It’s so crazy it masks a basic question: why did the school have a police officer in the first place?
I know a growing number of US schools have on-campus police officers, but when the officer has the time and inclination to arrest somebody for this, maybe it’s a sign that there is no real need for a police officer. Armed students, perhaps. Childish pranks – surely a less, well, confrontational approach is desirable?
