The draft constitution is now available on the site. I have also provided a summary of the main changes. I will shortly make html versions of the files available on this site. Please feel free to submit comments either on this site or direct to me.
Update (2005-05-05): I am removing the documents from the site, as they are no longer current (and to save space on my over-stretched hosting account). I have copies and can make them available on request if you have a need for them.
