New fund for non-state broadcasters

Hidden in an item about the new fund ‘for commercial broadcasters’ in Ireland is word of proposed new structures for regulation of Irish broadcasting. It’s only a new years since the IRTC became the BCI, but now they plan to merge the BCI (the regulatory body) and the RTE Authority (which owns/oversees the state broadcaster). Somehow, this merging a regulatory body and a management body seems to run against modern procedures of governance.
Anyhow, the other thing that bothers me is that the talk is about commercial broadcasters getting access to funds (for coverage of Irish culture and heritage, and programmes aiding Adult literacy), but I would hope that non-commercial broadcasters, such as community radio stations would get access – would probably get more bang per buck than shelling out cash to for-profit enterprises.
