US wanted to use military against (possible) rioters

The Observer’s coverage of Bush’s visit notes that one of the demands of the Americans (which was turned down) was for “the shipping in of battlefield weaponry to use against rioters.” Isn’t that illegal under international law? IANAL, but there is a clear distinction between military and policing, and military weapons cannot be used in civilian circumstances.
