Funding media regulation: back to the future?

How funny. A short number of years ago I remember (then minister) de Valera suggesting that commercial radio stations should no longer have to pay licence fees (which were based on revenues). Now the Irish Times reports that a report to the government is suggesting ways to collect revenues from commercial operators:

Various mechanisms could be used to apply the levy. It could be based on the annual profits of stations or on their share of the radio market.

How about basing the levy on revenues? It’s tried and tested (even if it was abandoned – by the same government).
