Risk and perception

Avi Rubin, in an account of his day as an ‘election judge’ in the USA (equivalent of a Polling Clerk in Ireland) makes an important observation regarding the difference between risk and the perception of risk:

The more e-voting is viewed as successful, the more it will be adopted, and the greater the risk when someone decides to actually exploit the weaknesses of these systems.
