Peru to introduce welfare payments?

This piece from Interworld Radio cught my eye this morning:

The Peruvian government is considering giving cash payments to its poorest people. Officials have proposed making a payment of thirty dollars a month to people who get their children vaccinated and enrol them in school. A quarter of the countryÂ’s 27 million people live in extreme poverty. The Peruvian economy has been growing strongly, but it is believed that the countryÂ’s business elite and foreign corporations have reaped many of the benefits.
