At least Ireland isn’t on the released list of 42 ‘willing’ countries, but I like others still believe our government may be one of the secret supporters. Of course, it may be irrelevant nowadays, but the UN charter does ban secret international diplomacy – any agreement has to be registered with the UN within a short time period. I’m sure an ‘informal understanding’ gets around that, but still…
