Removing the right to cover?

This is bizarre. The U.S. copyright office is proposing that the compsulory right of artists to record covers (subject to a non-discriminatory fee) be abolished. The record companies are opposing the move – so for once they’re seeing the problems with decreasing options to build on prior art, since their bottom line is in question.
